The Six-Step Pathway

Garden centres only fully fell under Extended Producer Responsibility (pEPR) in the 2024–2025 phase-in, and the Plastic Packaging Tax (PPT) has bitten harder since HMRC started enforcing the 30% recycled-content rule. Most owners haven't started yet. This page is the cleanest path through it — no jargon, no surprises, just the six steps in order.

🤔Self-Assess · Are You Even a Producer?
Before anything else: figure out if these regs apply to you. They probably do, but here's the cleanest test.
✓ Counts For You
  • You sell own-brand bagged compost, plant pots, mulch sacks, or plant labels
  • You import any plastic packaging into the UK (even via Amazon FBA or wholesale)
  • You re-pack bulk product into your own retail packaging
  • You stick your own label on packaging that came in unbranded
🎯 Action this Step
Tally your own-brand plastic packaging tonnage from the last 12 months. Receipts, invoices, supplier weights — anything. If you can't add it up, assume you're a producer and go to Step 02.

📏Determine Your Size · Small or Large Producer
Two thresholds. The bracket you fall into decides what you owe and to whom.

  • Small producer = register + report data ONLY (no fees yet)
  • Large producer = register + report data + pay disposal fees + pay scheme admin fees
  • Most independent garden centres land in SMALL producer bracket
  • Chains (Dobbies, Notcutts, B&Q garden, Wyevale, Squires) land in LARGE
Small producer: Turnover £1m – £2m AND >25 tonnes packaging · OR · turnover >£2m AND 25–50 tonnes packaging
Large producer: Turnover >£2m AND >50 tonnes packaging — this is most garden-centre chains and many independents

Get your turnover figure from last filed accounts + your tonnage from Step 01. Cross-reference against the two thresholds above. If on the line, treat yourself as the higher bracket — penalties for under-reporting are heavier than fees for over-reporting.

📝Register with the Regulator
Different regulator depending on where you trade. Free to register. Deadline window matters.

  • Annual registration window typically opens January each scheme year
  • Need: company number, turnover, packaging tonnage estimate, contact details
  • Receive a producer registration number — keep this on every consignment doc

Register at the pEPR portal as soon as the window opens. Don't wait for the regulator to write to you — they're going by HMRC + Companies House data and they WILL find you. Register first, save the late-fee.

Twice a year, in two windows. The data is granular — material type, weight, recyclability rating.

  • Report by format: primary, secondary, transit, single-use, reusable
  • Report household-vs-non-household split (changes the fee)
  • Report recyclability rating per the new RAM (Recyclability Assessment Methodology)

💷Pay PPT (or Claim the 30% Recycled-Content Exemption)
Plastic Packaging Tax = £223.69 per tonne (2024-25 rate, HMRC, updated annually). The exemption is the win.

  • Quarterly PPT returns are filed via HMRC Government Gateway
  • Evidence required: supplier audit trail proving ≥30% recycled content per component
  • dPRN-tracked recycled HDPE from MPT comes pre-evidenced — you copy the dPRN ID into your PPT return and the audit trail is sealed on the Truth Ledger
  • Mass-balance accounting accepted — you don't need every gram traced, you need the ratio proven for the batch
The tax: £223.69 / tonne — applies to plastic packaging components manufactured in or imported into the UK, where total >10 tonnes/year, AND the packaging contains LESS than 30% recycled content by weight
The exemption: Switch to packaging with ≥30% recycled content (by weight) and you owe ZERO PPT. You still file a return — you just file it as exempt.

If you handle ≥10 tonnes, switch supply for plant pots / mulch sacks / bagged compost packaging to ≥30% recycled HDPE NOW. Even at a small premium, the £223.69/tonne saving plus the marketing story (recycled-content label) usually pays for the switch in one quarter.

♻️Display Recyclability Labels · Mandatory 2025+
Recyclability labelling becomes mandatory under pEPR. 'Recycle' / 'Don't Recycle' / 'Recycle at Store' marks per RAM rating.

  • Use the standard binary 'Recycle' / 'Don't Recycle' label per the OPRL (On-Pack Recycling Label) scheme
  • 'Recycle at Store' for plastic films and flexibles
  • Position on a clearly visible part of the packaging
  • Update artwork at next packaging refresh — no need to recall existing stock for first cycle
