This document records the founding moment of CircularOS — the sovereign circular economy operating system built to eliminate plastic waste globally, beginning in Smethwick, B66.

Born from a single conviction: plastic waste is not a problem to manage, it is a resource to valorise. Every tonne reclaimed becomes a dPRN. Every dPRN carries sovereign economic weight.
