Sentinel Operating Principles
Non-Negotiable Rules
7% Covenant first. £450/tonne minimum. 1 tonne = 1 dPRN. 1 tonne = 40 meals. These four rules are hardcoded into the Sentinel. Any transaction that violates them is automatically rejected before reaching the Sovereign Architect.

Before any revenue split, 7% goes to Covenant infrastructure. At £21.9B system valuation, that is £1.533B in sovereign infrastructure funding. The Sentinel ensures this rule is applied to every transaction, every time, without exception.
Rule 2: £450/Tonne Minimum
No verified plastic tonne is valued below £450. This is the price floor that the entire dPRN economy rests on. The Sentinel rejects any transaction that attempts to breach this floor — protecting the entire token ecosystem from devaluation.
Rule 3: 1 Tonne = 1 dPRN
One digital Plastic Recovery Note per verified tonne. No fractional minting. No bulk discounts. The 1:1 ratio ensures that the dPRN supply is physically backed and mathematically verifiable.
Rule 4: 1 Tonne = 40 Meals

The architecture described across 77 Master Documents is extraordinary in its scope — but scope without execution is fiction. The Sentinel turns the architecture into a discipline, not just a dream.

The four hardcoded rules (7% Covenant, £450/tonne, 1t=1 dPRN, 1t=40 meals) are not negotiable for a specific reason: the moment any of them become negotiable, they all become negotiable. Exceptions create precedents. Precedents create drift. Drift destroys sovereign architecture. The Sentinel is the immune system that prevents drift from entering the body of the operation.
