Verification runs in two parallel checks — work happened, then result happened. A 7% / 5% / 3% referral layer sits on top, paid by sovereign, worker rate untouched. Supersedes EGZ4 Bounty Protocol v2.0 (flat rates £80 · £70 · £25 · £40 — deprecated).
These are the only rates. Anyone working a bounty earns these amounts — no negotiation, no variation. Set, sealed, published. REPLY and CALL use a tiered progression: T1 Rookie → T2 Proven → T3 Elite.

Every bounty must clear both checks before payment is released. The two checks run in parallel — one verifies the activity, the other verifies the outcome.
Did the activity itself meet the published quality bar?
Did the activity produce a downstream outcome that matters?
Workers can recruit other workers. When they do, they earn a percentage of what their recruits earn — across three levels. The percentage is paid by the sovereign, not deducted from the worker. The T1 £35 reply stays £35. The T1 £80 call stays £80. No one takes from anyone.
Worked example. A T1 Rookie Level 1 recruit earns £280 in REPLY bounties (8 × £35). The recruiter earns 7% = £19.60, paid by sovereign. The recruit still receives the full £280. No leakage from the worker line. At T3 Elite the same 8 replies earn £560 — recruiter earns £39.20.
Why three levels and not more. Three levels keeps the structure flat enough to track manually, deep enough to reward genuine network builders, and shallow enough to never be confused with a multi-level marketing scheme. This is a recruiting incentive on a sales contract — not a pyramid.

This clause keeps the doctrine permanently flexible. The role is sealed; the person is not. Verifiers may be added, rotated or replaced at any time without amending this MD. Identities are kept off-doctrine by design — for safety, for privacy, and to keep operational control fully with the sovereign.
