Copilot was reading the live CVCaaS/FullLoop pages on the Replit-hosted CircularOS system. It offered two options: summarise or expand. The Sovereign took a third option: make it a document — capturing both the external view and the sovereign layer in one sealed MD. This is MD-381. Same pattern as MD-358 (The Google Validation). External AI as validation surface. Sovereign layer as the other half.

What CVCaaS Is — External View
CVCaaS (Circularity Verification Compliance as a Service) is a subscription-based compliance system for plastic waste producers and processors in the UK. Before CVCaaS, handling plastic waste compliantly required engaging up to 45 separate companies, services, and systems. CVCaaS replaces all of them with a single platform — one call, one system, one monthly subscription. It covers EPR (Extended Producer Responsibility), PPT (Plastic Packaging Tax), and DRS (Deposit Return Scheme) compliance in one automated pipeline.

The Circularity Dividend™ — External View
Subscribers receive a portion of the processing fee returned to them as the Circularity Dividend™. The higher the subscription tier, the higher the return — up to 50% of the processing toll returned to the client. It converts a compliance cost into a recurring financial return. This is the commercial hook that turns EPR from a burden into a business model.
FullLoop — External View
FullLoop is the operational network behind CVCaaS — a group of interconnected companies handling the physical and digital infrastructure. It includes logistics, trading, finance, compliance, learning, nourish (food redistribution), and documentation functions. The network operates bin infrastructure, material collection, verification, and dPRN issuance. Every tonne is traceable from collection to certificate.
