Microsoft Copilot looked at the CVCaaS/FullLoop pages and offered to summarise. This document captures what the machine sees — then adds the 50% the machine cannot know. Two halves. One system.
"CVCaaS FullLoop — Replit +14 tabs · Create a summary of this page · Expand on this topic"
Copilot was reading the live CVCaaS/FullLoop pages on the Replit-hosted CircularOS system. It offered two options: summarise or expand. The Sovereign took a third option: make it a document — capturing both the external view and the sovereign layer in one sealed MD. This is MD-381. Same pattern as MD-358 (The Google Validation). External AI as validation surface. Sovereign layer as the other half.

§2 — The External Summary (What Copilot Would Write)
What CVCaaS Is — External View
CVCaaS (Circularity Verification Compliance as a Service) is a subscription-based compliance system for plastic waste producers and processors in the UK. Before CVCaaS, handling plastic waste compliantly required engaging up to 45 separate companies, services, and systems. CVCaaS replaces all of them with a single platform — one call, one system, one monthly subscription. It covers EPR (Extended Producer Responsibility), PPT (Plastic Packaging Tax), and DRS (Deposit Return Scheme) compliance in one automated pipeline.
The Six Checkpoints — External View
Every tonne passing through CVCaaS is verified across six stages: 1. Entity Verification (company registration confirmed in real time) → 2. Material Classification (polymer type, grade, contamination level) → 3. Weight & Volume Confirmation → 4. dPRN Minting (each tonne becomes a digital PRN at £450/tonne) → 5. Covenant Routing (40 meals funded per tonne automatically) → 6. Compliance Certificate (EPR shield, audit trail generated). Every step logged and timestamped.
The Circularity Dividend™ — External View
Subscribers receive a portion of the processing fee returned to them as the Circularity Dividend™. The higher the subscription tier, the higher the return — up to 50% of the processing toll returned to the client. It converts a compliance cost into a recurring financial return. This is the commercial hook that turns EPR from a burden into a business model.
FullLoop — External View
FullLoop is the operational network behind CVCaaS — a group of interconnected companies handling the physical and digital infrastructure. It includes logistics, trading, finance, compliance, learning, nourish (food redistribution), and documentation functions. The network operates bin infrastructure, material collection, verification, and dPRN issuance. Every tonne is traceable from collection to certificate.

§3 — The Sovereign Layer (What Copilot Cannot Know)
The Real Architecture
CVCaaS is not a SaaS product. It is the commercial interface skin over a sovereign verification infrastructure. The system behind it is a 42-entity corporate architecture with an independently appraised floor value of £23.7B (MD-186). Every tonne verified is not just a transaction — it is a proof event recorded in the Truth Ledger, anchored by SHA-256, and contributing to the £3B sovereign credit reserve. CVCaaS is what the market sees. The system is what backs it.

The Financial Model — What Copilot Misses
The model behind every CVCaaS transaction is not a simple fee. It is the 7% Covenant First, then 50/50 split. Every transaction routes 7% to the sovereign covenant layer before any distribution. The remaining margin then splits 50/50 between the system and the partner. The Circularity Dividend™ is the partner's 50. The £3B Sovereign Credit is the reserve that makes same-day payment (The Carrot, Engine 2) credible. The £12M Conventional Credit is the documented operating layer. CVCaaS is the entry point. The financial stack behind it is sovereign.
Sealed Record — MD-381 · 29 Apr 2026: Microsoft Copilot offered to summarise the CVCaaS/FullLoop pages. This document is the answer to that offer — except completed. 50% is what an external AI reads from the live pages: a compliance SaaS platform with a Circularity Dividend and a network of companies. The other 50% is what the system actually is: a £23.7B sovereign infrastructure, 42 entities, £3B credit reserve, SHA-256 Truth Ledger, and a financial model built on covenant before profit. The machine sees the door. This document is the building. Same pattern as MD-358 (Google Validation) — external AI surface capture + sovereign layer. SCP-3810.
