This specification is complete. What it doesn't tell you is what to build first when you have 100 bags and no team. The spec assumes the system is fully operational. Mini-scale activation requires a deliberately simplified version that grows into the full spec. Here's the priority sequence:

Week 1 (100 bags): You only need: printed bags with a URL QR (not a full data payload — a simple form page works), a collection log (even a spreadsheet), a weighing scale at Unit 18, and a basic payment trigger for Gold bags. The full SHA-256 chain can be retrofitted once you have volume. Start manual. Automate later.
Month 1 (500 bags): Add the Truth Ledger entry system. Even a database with a hash generator. Add the deed PDF generator for Purple bags. Add the Carrot payment tracking. The Gatekeeper and Verifier roles can be single-person at this stage — one person doing both.
Month 3 (2,000+ bags): This is when the full agent separation matters. Fleet Commander optimisation only pays off at scale. The Mirror's historical query only has value when there's history. The Scribe's documentation only matters for council pilots — time those.

The 18 checkpoints are correct and non-negotiable for the verified dPRN claim. But for the first 100 bags, checkpoints 1–9 can be manual logging with checkpoints 10–18 being the ones that require system support. Don't let perfect be the enemy of starting.

The 88% margin estimate is correct at 10,000 bag volume. At 100 bags, expect 40–50% — you won't have council grants, ESG block buyers, or social value income yet. That's fine. The first batch is proof, not profit. The second batch is where margin starts to compound.
