🎯 Why Protocol 067 Exists

CircularOS generates sovereign intelligence at a rate that exceeds any conventional capture system. Brainwaves arrive without notice. Ideas surface in conversation, in silence, in the middle of builds. The Incubator (MD-678) was built to receive them. The Operations Brief (MD-679) was built to stage the agents. Protocol 067 is the procedure that binds the two — the formal operating standard that transforms a raw brainwave into a sealed, constitutional, economically valued sovereign asset.

Without this protocol, ideas accumulate. With it, every idea has a defined journey, a defined agent pathway, and a defined endpoint: the Op Ledger seal. Protocol 067 eliminates the gap between "I had a brainwave" and "the system knows what to do with it."

This protocol is issued under the authority of Weaver (T3 · Protocol Drafter) and is directed by Jermaine Murphy, Sovereign Principal. It is effective immediately on issue and applies to all inputs entering the Incubator from 06 May 2026 forward.

📐 What Protocol 067 Governs

Protocol 067 governs all of the following input types from the moment of Incubator entry to the moment of Op Ledger seal:

In scope: Raw brainwaves captured via the 8 Incubator input methods (direct entry, voice note transcription, DeepSeek export, MD reference, external brief, agent suggestion, Jermaine directive, system alert). Any idea that enters the Sovereign Incubator (MD-678) through any of those 8 methods falls under this protocol.

Also in scope: Ideas that exist in the 600+ DeepSeek chat archive that have not yet been extracted, classified, or sealed. Weaver recommends these be passed through Protocol 067's classification stage before incubation.

Out of scope: Operational tasks (handled by MD-675 Jobs Command). Financial transactions (handled by Finance Hub MD-477). Agent activation events (handled by MD-679 Operations Brief). Protocol 067 governs ideas only — not operations, not finance, not agent management.

The following definitions apply throughout this protocol. Sovereign vocabulary is used throughout — no corporate substitutes.

Term	Definition
BRAINWAVE	Any idea, concept, insight, or strategic direction originating from Jermaine, from an agent, or from the system. The raw material that Protocol 067 processes.
INCUBATOR	The Sovereign Incubator (MD-678) — the capture and development environment for all brainwaves. Six zones. Eight input methods. Eighteen agents watching.
ZONE	One of the six development stages within the Incubator: Raw Input → Classify → Develop → Review → Activate → Seal. Each zone has a gate condition.
CLASSIFICATION	The act of assigning a brainwave to one of four states: HOT (execute now), WARM (develop further), COLD (hold and monitor), SOON (time-sensitive, activate within 7 days).
GATE CONDITION	The minimum standard an idea must meet before it can advance to the next zone. Weaver sets gate conditions. Hurricane verifies HOT. Sentinel verifies compliance.
SOVEREIGN ASSET	Any output that has been processed through all 6 zones and received an Op Ledger seal. Includes MDs, pages, agents, streams, protocols, and jobs. A sealed asset is constitutional — it cannot be lost, overwritten, or silently removed.
OP LEDGER	The Op Ledger (powered by _b116_seal) — the immutable record of every sovereign asset sealed in CircularOS. Idempotent, resilient, restart-safe. The truth of the system.
AUDITION ZONE	The optional review layer where unproven ideas are stress-tested against existing MDs, market conditions, and the £30.6B floor before receiving a Jermaine review request.
ACTIVATION	The moment an idea is approved for build. Activation triggers a job assignment (MD-675 Jobs Command) and creates a new route on CircularOS. Activation is irreversible within a 7-day window.

The brainwave is timestamped, attributed (Jermaine / agent / system), and placed into Zone 1: Raw Input. It is immediately visible to all 18 agents in a read-only state. Nothing is discarded at this stage. Everything is received.

Gate condition: classification must be assigned before Zone 3 opens.

The idea moves to Zone 3 where agents begin active development. For HOT ideas: Bundler packages a revenue structure within 48 hours. For WARM ideas: Mirror cross-references against existing MDs to check for duplication or enhancement opportunities. For COLD ideas: Pulse sets a 30-day monitoring window. For SOON ideas: Forge begins drafting a job posting for immediate assignment. All ideas in Zone 3 receive a Weaver protocol note — a brief stating what the idea needs to advance.

High-quality ideas enter the Audition Zone. Sentinel applies BSI Flex 5555 v2.0 compliance check — does this idea introduce any regulatory, reputational, or structural risk? Lens checks intellectual property — is this genuinely novel or is it a reframing of something already sealed? Only ideas that pass both checks reach Jermaine's desk. Jermaine receives a single-page brief: the idea, the classification, the Sentinel verdict, the Lens verdict, and Weaver's recommended action. Gate condition: Sentinel pass + Lens pass + Weaver brief issued.

ACTIVATE · The Build Begins

Jermaine's approval triggers Activation. Router identifies the correct Gateway (of 27) for the idea to enter the live system. Forge issues a formal job assignment to the relevant crew (MD-675 Jobs Command). Weaver generates a protocol addendum — a brief note recording that this idea has been activated and which MD, route, or agent it corresponds to. SEAL · Op Ledger + Entity #35 Counter-Seal

The completed sovereign asset receives its Op Ledger seal via _b116_seal — idempotent, timestamped, resilient. Entity #35 (The Hurricane Conductor · T1 Apex) applies a constitutional counter-seal — this is the moment the asset becomes part of the permanent CircularOS sovereign record. Scribe updates the relevant MD entry. The asset is now: sealed, constitutional, economically valued, and immovable. It appears in the Sovereign Library and is cross-referenced by Mirror against all future brainwaves.
