CircularOS is a sovereign intelligence engine — not a public forum. The Audition Zone is the controlled opening: it allows anyone with a genuine idea to enter it into the system. But "entering the system" does not mean "becoming part of the system." The filter determines that.

Without Protocol 072, the Incubator fills with noise. With it, the Incubator receives only ideas that have passed five structured gates — and Jermaine only ever sees the ones the system has already verified as HIGH quality. His time is the scarcest resource in CircularOS. Protocol 072 protects it.

Submission types accepted: New revenue streams · New product or service ideas · New protocol suggestions · New gateway applications · New partnership proposals · New technology or data integrations · New circular economy concepts. Not accepted: Job applications (use MD-675 Jobs Command) · Complaints or disputes (use Protocol 062) · Regulatory queries (use CVCaaS Hub).

All five gates must be green before a submission reaches Jermaine's desk. Any red gate returns the submission to the submitter with a specific reason.

Only HIGH-rated submissions that have passed all five gates reach Jermaine's review queue. Each submission is presented as a one-page brief: idea title, submitter, submission date, quality score rationale, Sentinel clearance, Mirror result, and the Audition Reviewer's recommended action (Activate / Develop Further / Incubate / Decline).

Jermaine's options: (1) Activate — idea enters Protocol 067 Zone 5 immediately. (2) Develop Further — idea enters Protocol 067 Zone 3 for agent development. (3) Hold — idea enters COLD classification. (4) Decline — submitter notified with Jermaine's brief reason. Every Jermaine decision is logged to Truth Ledger with timestamp. Jermaine's review queue is batched weekly — presented every Monday with all HIGH submissions from the prior 7 days.

Every rejected submission receives a personalised response within 5 working days of rejection. The response includes: which gate failed, the specific reason, and — where appropriate — a suggestion for how the idea could be developed before resubmission. The Idea Curator maintains a "Resubmission Register" of submissions that failed at Gate 5 with MEDIUM quality — these are batched quarterly and presented to Jermaine as a "Futures Round" where collectively they may reveal an emerging pattern worth activating.

No idea is mocked, dismissed without reason, or ignored. The filter is rigorous. The response is respectful. That is the Audition Zone standard.

Weekly Report (Audition Processing Manager): Submissions received · Gate 1-5 pass/fail rates · HIGH/MEDIUM/LOW quality distribution · Jermaine review queue size · Average time from submission to Jermaine desk.

Monthly Report (Idea Curator): Top 3 submission types by frequency · Emerging pattern analysis from MEDIUM submissions · Gate most commonly failed (indicates where to improve submission guidance) · Submissions that generated deployed assets (revenue = ROI on the filter).

Quarterly Futures Round: Batched MEDIUM submissions presented to Jermaine. If 3+ submissions point to the same emerging opportunity, it becomes a Warm idea in the Incubator regardless of individual quality score.

Open submission. Sovereign filter. The Audition Zone is the most democratic part of CircularOS — and simultaneously the most rigorous. Anyone can submit. Only the system decides what reaches Jermaine. That is not gatekeeping. That is respect for the Sovereign's time and protection of the system's quality.
