the Sovereign Capital Command rebuilt with a seven-stage flywheel and then handed to the world, and finally the trackers themselves taught to refresh
every hour — eleven builds without a stutter.

IV · Doctrine
What today proved
One. The Cycle Graph belongs to the public. The seven-stage flywheel is no longer a sovereign secret —
anyone can reach /sovereign-capital-command and see how a tonne becomes a meal becomes a covenant becomes a reinvestment.
Two. Receipts must refresh themselves. A tracker that goes stale is not a tracker — it is a photograph.
From today, the Velocity Tracker and the Post Mortem renew every hour, and the corner of each page tells you when.
Three. Speed is not the work — witnessing the speed is the work. A build that is not sealed,
not named, not spoken, did not happen. This page exists so the day exists.
