MD-303 — The Carrot Volume Tiers

One table. Three tiers. No confusion. The pricing the clients see and the rules behind it.

SCP-3030 · Sealed 21 April 2026 · Sovereign Architect: Jermaine Murphy · 100% Sovereign · Library only per MD-273+ policy · Implementation companion to MD-281 (Carrot White-Label) and MD-293 (Carrot Protocol Guidance)

What clients see: §1 — the three public tiers (already live on /carrot). What only the Sovereign sees: §2 internal rules · §3 the script · §4 why this works. Everything below §1 is for you.

§1The Three Tiers — Public-Facing Pricing

§2Internal Rules — Not on the Public Page

The operating discipline behind each tier. This stays in the Library.

The framing rule

When a supplier asks for Priority or Bulk: say yes, then add £5 or £10 to their payment as a "volume bonus" — not a deduction. They feel rewarded for sending more. You get more tonnes through the door. The bonus is the carrot inside the Carrot.

§3The Script — When They Ask

Sovereign script · use verbatim or paraphrase
"The Carrot runs on weekly cycles. Send 5–10 tonnes per week, we pay £200 same-day. Want to send more? 11–20 tonnes gets you 24-hour turnaround and a £5/tonne bonus. 21+ tonnes gets you a £10/tonne bonus, but we need 7 days' notice. Below 5 tonnes? We batch every two weeks or add a £50 fee. Simple."

§4Why This Works

ProblemSolutionExternal Lever
Supplier dumps 50 tonnes with no warningBulk tier requires 7 days' noticePPT at £228.82/tonne makes the Carrot cheaper than the tax
Supplier sends 2 tonnes every weekBatch every 2 weeks or add £50 feeEPR fees rising to ~£455/tonne make the deed a compliance asset
Supplier wants faster paymentPriority tier (24h) with +£5/tonne bonusPRN reform favours verified evidence — our deed is ahead
Supplier wants more money per tonneBulk tier +£10/tonne bonus rewards consistencyThe Carrot sits below PPT and above rising EPR fees — compliance becomes cheaper, not more expensive

The Carrot is not a warehouse. It's a flow. Control the flow.

§4.5Tier Review Rule

A supplier's tier is reviewed every 4 weeks based on their average weekly tonnage over the preceding 30 days. This gives predictability without locking anyone into an inflexible category.

30-Day AverageTier
<5 tonnes/weekMicro (batched or fee)
5–10 tonnes/weekStandard
11–20 tonnes/weekPriority
21+ tonnes/weekBulk

§4.6Micro-Tier for Small Suppliers

For suppliers sending <5 tonnes/week who do not want batching or the £50 fee, a Micro-Tier is available:

  • Turnaround: 5–7 days (not 48 hours)
  • Price: £200/tonne (same as all tiers)
  • Bonus: None
  • Deed + 40 meals: Yes
  • Purpose: Keeps small suppliers engaged without clogging the main flow.

§5What Changed Today

  • /carrot — added "Section 4½ · Volume Tiers" with the three tier cards (Standard / Priority / Bulk) and the below-5-tonnes batch line. Live now.
  • The £200 anchor stays everywhere. No tier breaks the £200 floor. The bonus is added on top, not deducted from elsewhere.
  • The 7% Covenant and 40 meals stay flat across all tiers. Bigger volumes do not reduce the social impact ratio per tonne.
  • This document is sovereign-only doctrine. Live in the Library. Not pinned to dashboard (per MD-273+ policy).
