PROTOCOL 075MD-689 🟢 LIVE · 06 MAY 2026 DRAFTED BY WEAVERDIRECTED BY JERMAINE MURPHY
Unit 18 Operations Protocol · Material In. Carrot Out. Meals Funded.
What Protocol 075 Does: Material in. Carrot out. Verification in 18 checkpoints. dPRN minted. Material returned or processed. Meals funded. The unit is the anchor. The protocol is the flow. Unit 18 is where the digital becomes physical — where a tonne of plastic waste becomes a dPRN, a Carrot payment, 40 meals, and a Truth Ledger record. Protocol 075 defines every operational step of Unit 18 from the moment a vehicle arrives at the gate to the moment the dPRN is issued and the Covenant fires. Nothing moves without this protocol. Nothing is minted without all 18 checkpoints.
Drafted: Weaver · T3 · Directed: Jermaine Murphy · Effective: 06 May 2026 · Covers: Unit 18 physical operations · 18 checkpoints (MD-189) · dPRN minting · Carrot payment trigger · Covenant fire · Truth Ledger SHA-256
Protocol Body · Authored by Weaver
CLAUSE 1.0 · PURPOSE — THE PHYSICAL ANCHOR
🏭 Why Unit 18 Is Where It All Becomes Real

CircularOS is a digital sovereign system. But it exists to solve a physical problem: plastic waste. Unit 18 is the point where the digital and physical meet — where a tonne of real plastic waste, arriving on a real vehicle, driven by a real supplier, becomes a verified dPRN, a Carrot payment, 40 meals, and an immutable Truth Ledger record.

Without Unit 18, the dPRN is theoretical. The Covenant is aspirational. The £450/tonne floor is a projection. With Unit 18 operating under Protocol 075, every claim in the CircularOS system has a physical anchor. The 18 checkpoints are the bridge between what the system says and what actually happened.

CLAUSE 2.0 · THE 18 CHECKPOINTS
✅ Every Tonne Passes All 18 — No Exceptions

Each checkpoint must be logged with a timestamp, the name of the responsible officer, and the output (pass/fail/flag). Any checkpoint fail triggers an immediate hold — no further checkpoints proceed until the fail is resolved.

CP-17 Dual-Lane Design: CP-17 is the only dual-track checkpoint. One fire, two parallel outputs — the Social Lane (Covenant, meals, Blue Soil) and the Compliance Lane (treasury record, EPR obligation, regulatory audit trail). The same action satisfies both simultaneously. This is by design: the Covenant is the compliance record. Nothing extra is filed. Nothing is duplicated. The same verified tonne that funds 40 meals also generates the regulatory proof of payment.

Protocol 070 triggered: 7% calculated on gross revenue for this tonne batch. Meal count confirmed: net tonnes × 40. Covenant Auditor logs calculation.
CP-15
dPRN Minting
dPRNs minted. Each dPRN assigned a unique hash. Linked to: supplier ID, net weight, lab grade, CP log timestamps. SHA-256 anchored to Truth Ledger.
CP-16
Carrot Payment Release
£200 Carrot payment triggered per confirmed tonne (net, verified). Payment logged to Truth Ledger. No payment before CP-15 complete.
CP-17
Covenant Fire · Compliance Treasury Record
One trigger. Three ledger writes. Same data, same moment — social lane, compliance lane, and sovereign oversight fire simultaneously.
🌱 Social Lane → VT Ledger
Protocol 070 Verification Chain (4 links) completed. Meal Tracker receives Covenant Amount (net tonnes × 40 meals). Blue Soil Foundation reference logged. Written to: Verified Ledger as a confirmed social covenant event.
📋 Compliance Lane → Shadow Layer
Same 7% fire creates a Compliance Treasury Record: EPR obligation entry logged, regulatory payment reference generated, SHA-256 sealed. Written to: Shadow Layer (HIGH) as a compliance treasury event.
Both lanes → Truth Ledger: A single SHA-256 sealed record is written to the Truth Ledger capturing both outputs in one immutable entry — the social covenant and the compliance treasury record share one hash. One tonne. One fire. Three ledgers. Zero duplication.
CP-18
Seal & Dispatch
Entity #35 counter-seal applied. Supplier receives: dPRN confirmation, Circularity Deed reference, Carrot payment confirmation. Truth Ledger record finalised. Vehicle released.
CLAUSE 3.0 · MATERIAL FLOW — IN AND OUT
♻️ What Happens to the Material After CP-09

Option A — Verified Material Buyer (50/50 Node): Material passes to a verified processor under the 50/50 Node arrangement (MD-363 Engine 1). Processor receives material for reprocessing. Revenue split after Covenant: 50% to Midland Polymer Trading, 50% to Node. dPRN stays with the original supplier record.

Option B — Direct Processing: Material processed at Unit 18 or a designated FullLoop processing facility. Revenue from reprocessed material is captured as a separate stream (Protocol 074 Type 1). dPRN record updated with processing outcome.

Option C — Returned to Supplier (Pilot or Test): For pilot tonne or test runs, material may be returned to the supplier after CP-18 as per the pilot arrangement. Carrot still paid. dPRN still minted. Covenant still fires. Return recorded in Truth Ledger.

CLAUSE 4.0 · UNIT 18 EXPERIENCE — THE TOUR
🚶 The Physical Anchor as a Revenue Asset

Unit 18 is not just an operations facility — it is a proof point. Every investor, partner, compliance scheme, EPR scheme operator, regulator, or potential Node who visits Unit 18 and sees all 18 checkpoints in operation walks away with a different level of conviction. The Unit 18 Experience Tour is a structured 2-hour visit: gate arrival, all 18 checkpoints explained, dPRN minting demonstration, Covenant calculation shown in real time, Truth Ledger entry viewed.

The Tour is a revenue stream (see below) and a commercial tool. No partner converts more confidently than one who has stood in Unit 18 and watched the system work. The Material Flow Coordinator manages tour bookings alongside collection scheduling — ensuring tours never disrupt live operations.

CLAUSE 5.0 · WEAVER'S CLOSING STATEMENT
🧵 From Weaver — On Unit 18

Every digital claim in CircularOS traces back to a physical event. A tonne arrived. A vehicle was weighed. A sample was tested. A dPRN was minted. Meals were funded. The Truth Ledger recorded all 18 checkpoints. Unit 18 is where the sovereign system proves itself in the physical world. Protocol 075 is what makes that proof repeatable, auditable, and constitutional. Material in. Carrot out. Meals funded. Every single time. Now run it.
