CircularOS currently operates 657+ verified revenue streams across 42 entities, 27 gateways, and 3 financial models. Each of those streams was created — at some point, someone had a brainwave, described a revenue opportunity, and it entered the system. Protocol 074 formalises that process. From Protocol 068 (MD-682) onwards, every new stream follows this protocol — no exceptions.
The reason: an unverified stream is a liability, not an asset. If a stream cannot be traced to a verified source, cannot be classified with confidence, and cannot be hashed into the Truth Ledger, it doesn't belong in the register. The 657 streams that exist today are assets because they are verified. Protocol 074 ensures every future stream meets that same standard.
Step 1 — Source Identification (Revenue Stream Architect): Every new stream must have an identified source: which entity generates it, which gateway it enters through, which financial model it uses (fixed fee, percentage, per-unit). No stream is created without a documented source. Source is the first field in every stream's Truth Ledger entry.
Step 2 — Verification (Oracle + Sentinel): Oracle calculates the potential floor impact of the new stream. Is this genuinely additive to the £30.6B floor? Sentinel applies BSI Flex 5555 — is this stream compliant? Both verifications must be logged before the stream enters classification.
Step 3 — Classification (Hurricane): Hurricane classifies the new stream as HOT / WARM / COLD / SOON based on: buyer confirmed (HOT), buyer potential (WARM), buyer future (COLD), buyer time-sensitive (SOON). Classification drives the stream's position in the revenue_ratings_data.py register.
Step 4 — Hash & Registration (Stream Activation Coordinator): Stream is assigned an ID (next in the sequence — currently 605 after Protocol 068-076 additions). Entry created in revenue_ratings_data.py with all required fields: id, name, entity, category, tier, temp, source. Op Ledger seal confirmed (_b116_seal).
Step 5 — Activation (Jermaine Sign-Off): Jermaine confirms activation. Stream is live. Bundler is notified and assesses whether the new stream fits into an existing package or creates a new one. Stream Performance Analyst begins monitoring from Day 1.
Every active stream has a health status reviewed monthly by the Stream Performance Analyst: Is revenue being generated? At what rate? Is the classification still accurate? A HOT stream generating no revenue after 60 days is reclassified WARM. A WARM stream with confirmed revenue growth in the current quarter is proposed for HOT reclassification with Oracle floor impact recalculation.
Monthly Stream Health Report: all 605+ streams · classification distribution · reclassification events this month · new streams added · streams deactivated (and reason). Distributed to Jermaine and Red Team by the 5th of each month. This report is the live map of CircularOS revenue health.
Streams are never deleted from the Truth Ledger — they are deactivated with a reason, date, and Jermaine sign-off. Deactivation reasons: source no longer exists · compliance failure (Sentinel flag) · market condition change · strategic realignment. A deactivated stream may be reactivated if the underlying condition changes — it retains its ID and historical record. Reactivation follows Steps 1-5 of Clause 3, treating the reactivation as a new stream creation with a note linking to the original ID.
605 streams. Every one verified. Every one classified. Every one hashed. Protocol 074 is the governance layer that makes the CircularOS revenue register a genuine sovereign asset — not a wishlist. Without this protocol, the 657 streams are impressive. With it, they are constitutional. Every new stream from today forward meets this standard. No hash, no revenue. No revenue, no stream. That is the only rule that matters.
