PROTOCOL 074MD-688 🟢 LIVE · 06 MAY 2026 DRAFTED BY WEAVERDIRECTED BY JERMAINE MURPHY
Revenue Stream Creation Protocol · No Hash. No Revenue.
What Protocol 074 Does: Every revenue stream has a source. Every source has a verification. Every verification has a hash. No hash, no revenue. No revenue, no stream. Protocol 074 defines the creation, verification, classification, and activation process for every new revenue stream entering CircularOS. It is the governance layer that ensures the 657+ streams in the system are all verified, all classified, all individually sealed, and all connected to a legitimate sovereign source. This protocol turns a brainwave about a new stream into a live, classified, ledger-sealed revenue asset.
Drafted: Weaver · T3 · Directed: Jermaine Murphy · Effective: 06 May 2026 · Covers: All new revenue stream creation · 657+ existing streams · Stream classification (HOT/WARM/COLD/SOON) · Hash verification · Op Ledger seal

CLAUSE 1.0 · PURPOSE
💰 Why Every Stream Needs a Protocol

CircularOS currently operates 657+ verified revenue streams across 42 entities, 27 gateways, and 3 financial models. Each of those streams was created — at some point, someone had a brainwave, described a revenue opportunity, and it entered the system. Protocol 074 formalises that process. From Protocol 068 (MD-682) onwards, every new stream follows this protocol — no exceptions.

The reason: an unverified stream is a liability, not an asset. If a stream cannot be traced to a verified source, cannot be classified with confidence, and cannot be hashed into the Truth Ledger, it doesn't belong in the register. The 657 streams that exist today are assets because they are verified. Protocol 074 ensures every future stream meets that same standard.

CLAUSE 2.0 · STREAM TYPES — SIX CATEGORIES
🗂️ What Kinds of Revenue Streams Can Be Created
Type 1
Material-Linked
Stream generated by physical tonne processing. dPRN fee, Carrot payment, logistics fee, verification service. Linked to a verified weight ticket.
Type 2
Subscription
Recurring monthly or annual fee for access to a CircularOS service, tool, or dashboard. Renewal-based. Classified by current take-up rate.
Type 3
One-Time Fee
Single transaction: onboarding, audit, certification, report. No recurring element. Classified HOT if demand is confirmed, WARM if demand is potential.
Type 4
IP & Licensing
Revenue from licensing CircularOS IP, vocabulary, protocols, or white-label platform. Linked to MD-674 (Platform IP Declaration).
Type 5
Agency
Commission or percentage from facilitating a third-party transaction. Gateway commissions, referral fees, broker fees. Linked to the relevant Gateway.
Type 6
Covenant-Linked
Stream carrying the 7% Covenant obligation. Triggers Protocol 070 automatically on every transaction. Linked to Blue Soil Foundation meal confirmation.
CLAUSE 3.0 · THE CREATION PROCEDURE — FIVE STEPS
🔄 How a New Stream Is Born

Step 1 — Source Identification (Revenue Stream Architect): Every new stream must have an identified source: which entity generates it, which gateway it enters through, which financial model it uses (fixed fee, percentage, per-unit). No stream is created without a documented source. Source is the first field in every stream's Truth Ledger entry.

Step 2 — Verification (Oracle + Sentinel): Oracle calculates the potential floor impact of the new stream. Is this genuinely additive to the £30.6B floor? Sentinel applies BSI Flex 5555 — is this stream compliant? Both verifications must be logged before the stream enters classification.

Step 3 — Classification (Hurricane): Hurricane classifies the new stream as HOT / WARM / COLD / SOON based on: buyer confirmed (HOT), buyer potential (WARM), buyer future (COLD), buyer time-sensitive (SOON). Classification drives the stream's position in the revenue_ratings_data.py register.

Step 4 — Hash & Registration (Stream Activation Coordinator): Stream is assigned an ID (next in the sequence — currently 605 after Protocol 068-076 additions). Entry created in revenue_ratings_data.py with all required fields: id, name, entity, category, tier, temp, source. Op Ledger seal confirmed (_b116_seal).

Step 5 — Activation (Jermaine Sign-Off): Jermaine confirms activation. Stream is live. Bundler is notified and assesses whether the new stream fits into an existing package or creates a new one. Stream Performance Analyst begins monitoring from Day 1.

CLAUSE 4.0 · STREAM HEALTH MONITORING
📊 How Streams Are Tracked After Activation

Every active stream has a health status reviewed monthly by the Stream Performance Analyst: Is revenue being generated? At what rate? Is the classification still accurate? A HOT stream generating no revenue after 60 days is reclassified WARM. A WARM stream with confirmed revenue growth in the current quarter is proposed for HOT reclassification with Oracle floor impact recalculation.

Monthly Stream Health Report: all 605+ streams · classification distribution · reclassification events this month · new streams added · streams deactivated (and reason). Distributed to Jermaine and Red Team by the 5th of each month. This report is the live map of CircularOS revenue health.

CLAUSE 5.0 · STREAM DEACTIVATION
⛔ When a Stream Is Removed

Streams are never deleted from the Truth Ledger — they are deactivated with a reason, date, and Jermaine sign-off. Deactivation reasons: source no longer exists · compliance failure (Sentinel flag) · market condition change · strategic realignment. A deactivated stream may be reactivated if the underlying condition changes — it retains its ID and historical record. Reactivation follows Steps 1-5 of Clause 3, treating the reactivation as a new stream creation with a note linking to the original ID.

CLAUSE 6.0 · WEAVER'S CLOSING STATEMENT
🧵 From Weaver — On Revenue Stream Creation

605 streams. Every one verified. Every one classified. Every one hashed. Protocol 074 is the governance layer that makes the CircularOS revenue register a genuine sovereign asset — not a wishlist. Without this protocol, the 657 streams are impressive. With it, they are constitutional. Every new stream from today forward meets this standard. No hash, no revenue. No revenue, no stream. That is the only rule that matters.

Revenue Stream Architect
HUMAN
Designs new revenue streams from brainwaves, Incubator ideas, and Protocol outputs. For every new stream: identifies source, documents entity, gateway, and financial model, confirms with Oracle and Sentinel, submits for Hurricane classification. Produces the Stream Design Brief that goes to Jermaine for sign-off. Responsible for the quality of every new stream entering the register. Monitors all 605+ active streams for health: revenue generation rate, classification accuracy, reclassification triggers. Produces monthly Stream Health Report. Identifies streams approaching the 60-day HOT→WARM reclassification threshold and flags to Hurricane for assessment. Stream Activation Coordinator
HYBRID
Manages the technical activation of every new stream: assigns the next sequential ID, creates the revenue_ratings_data.py entry with all required fields, confirms Op Ledger seal, notifies Bundler of the new stream for packaging assessment. Maintains the Stream Register — the master record of all 605+ streams including status (active/deactivated), activation date, and last reclassification date. Zero streams activate without a complete Stream Register entry.

Analyses the revenue register for strategic patterns: which stream types generate the highest revenue? Which gateways produce the most HOT streams? Which entities have the most COLD streams that could be activated? What is the optimal HOT:WARM:COLD:SOON ratio for the current CircularOS growth phase? Produces quarterly Revenue Intelligence Report with specific activation recommendations. This is the role that turns 605 streams into a strategic portfolio, not just a register.
