The floor holds — you. When a supplier tries to negotiate below £450: H.BLUE flags → Entity #35 interprets it as a threat to the floor → Red Team calls the supplier → If the supplier persists, the escalation reaches you. You then say: "£450 is the floor. No exceptions." That is the floor-holder's job.
