The First Decision, Not The Last

Every other operating system in the waste sector treats social impact as an output — a thing that happens at the end, if there's anything left. CircularOS inverts that order. The 7% Covenant fires first, before any other split, before profit, before reinvestment, before salaries. Tonne lands → meals fund → everything else follows.

This is not generosity. It is architecture. Putting impact first removes every excuse the sector has used for forty years to delay, downsize, or quietly cancel the social line item.

The Five Tests Every Build Must Pass

Before any new page, protocol, partner, or pricing model goes live in CircularOS, it must pass these five tests in this order:

  1. Who eats? Name the meals funded per unit of activity. If the answer is "none", the build does not ship.
  2. Who works? Name the jobs created — locally, named entity, named role.
  3. Who can verify? Truth Ledger seal pattern documented before launch, not after.
  4. Who pays the Covenant? 7% line item visible on the contract, not buried in T&Cs.
  5. Who would notice if it stopped? If the answer is "no one", the build is decoration.

Why Now (And Why Heavy)

The sector is about to face three converging pressures: tightened EPR regulation, ESG disclosure rules with teeth, and a public mood that no longer tolerates greenwashing. Every operator will scramble to retrofit "social impact" into a brand they built on cost-out.

CircularOS does not retrofit. It was built impact-first from the founding posture. Social Impact First is the doctrine name we plant now so when the wave hits, the ground is already named, sealed, and unmistakable. This MD will be linked from every public sales surface, every grant page, every corporate pitch, every partnership contract.

What This Doctrine Forbids

  • Impact-as-marketing — using meal numbers without funding the meals.
  • Impact-deferred — "we'll fund it once we hit profitability". Never. 7% fires first.
  • Impact-tourism — moving impact to a different postcode because the optics are better.
  • Impact-offsetting — buying impact credits instead of doing the work. CircularOS sells impact, never buys it.
  • Impact-secrecy — the Truth Ledger is public. Counters are public. Receipts are public.
