Per MD-179 ("The CIC Is The Home"), FullLoop Nourish CIC (Entity #22) remains the administrative and mandate home for job placements. This is unchanged. The architecture works like this:
FullLoop Workforce Ltd (#42) is the Labour Engine — it recruits, trains, certifies, and deploys workers. It holds the job pipeline, the staffing contracts, the licensing framework, and the WDA agent.
FullLoop Nourish CIC (#22) is The Home — it holds the asset lock, the government funding mandate (DWP / Shared Prosperity / National Lottery), the 4-layer placement architecture, and the social enterprise credentials that unlock public sector funding. Jobs are sourced by Workforce Ltd and housed in the CIC.
1 Tonne → £450 → 40 Meals → 1 Placement. The loop runs through both entities simultaneously. The CIC converts the plastic recovery into social impact. Workforce Ltd provides the people that make the recovery happen.

The Doctrine · What Changed In Build #151
Before Build #151: CircularOS had 39 entities. Staffing was a concept documented across multiple MDs. The job pipeline existed in the job book and was referenced in the dashboard but had no dedicated legal entity. Jobs were described as sitting "across entities" without a single home.
After Build #151: Three new LTDs are sealed — Plastics (#40), SDV (#41), Workforce (#42). All staffing, all sovereign jobs, and all crew deployment now sits under FullLoop Workforce Ltd (Entity #42). Each LTD has its own entity page and its own hub command centre — a sub-page with full departmental detail, revenue streams, agent deployment, and territory mapping.
The CIC connection is not replaced — it is complemented. Workforce Ltd is the labour engine. Nourish CIC is the placement home. Both must exist. Per MD-179, removing the CIC would eliminate the government funding pathway, the asset lock, and the 40-meals-per-tonne social impact mechanism. These are not the same entity — they have different functions, different legal structures, and different funding relationships.
The Job Book is now formally housed under Workforce Ltd. It is the canonical source of all sovereign employment across 42 entities.
